Richard Dulaney is a native of Charlottesville, Virginia, attended the Episcopal High School in Alexandria, Virginia, and received a Bachelor of Arts from Yale University in 1971.  He obtained his law degree from the Marshall Wythe School of Law in Williamsburg, Virginia in 1977.  At William & Mary he was the Managing Editor of the William & Mary Law Review and a member of Omicron Delta Kappa and the St. George Tucker Honor Society.Richard is senior partner of Dulaney, Lauer & Thomas, LLP, a law firm focusing exclusively on personal injury and wrongful death trial work where he is an active participant in the “reptile revolution” occurring in the plaintiff’s personal injury bar, which uses awareness of culture codes, the subconscious emotionally based decision-making process of a juror or judge as a trier of fact, and uses knowledge of the amygdala and the limbic system to frame the facts, and the applicable law, with a compelling narrative resulting in successful results for his clients. 

He is a member of the Culpeper Bar Association (President 1985-1986), the Fauquier County Bar Association, the American Bar Association, the Virginia State Bar, the Virginia Trial Lawyers Association, and the American Trial Lawyers Association.  He was a member of the Culpeper Board of Zoning Appeals from 1983 through 1989 serving as Chairman from 1985 to 1986 and as Secretary from 1987 to 1988.  He was a member of the Board of Directors of Rappahannock Legal Services from 1981 to 1983 and also serves as a Commissioner in Chancery for the Circuit Courts of Culpeper County, Fauquier County, and Madison County, Virginia.

Richard is a co-founder  The Center of the One Heart a support and networking Virginia non-profit organization for teachers, healers, artists, and spiritual seekers in the greater Central Virginia area offering periodic gatherings and events. He is also certified as a one-on-one coach with The Institute of HeartMath in Santa Cruz County,
California. He has two daughters, a son, daughter in-law, and a grandson. He enjoys swimming, hiking, music, quality time with friends and family, and lots of laughter.

While attending Yale University, Richard enrolled in the University of Science & Philosophy Home Study Course, receiving his certificate of completion on May 19th, 1970. Richard skipped his Yale graduation ceremony to speak as a representative of the youth of his day, at the invitation of Lao Russell, at the 100th birthday celebration of Walter Russell on May 19th, 1971, at Swannanoa Palace. In 1985 Richard was asked by Lao Russell to serve on the Board of Directors of the USP, serving from 1985 to 2001. As a long time supporter and volunteer at the USP, Richard was asked in 2019 to rejoin the Board of Directors. In 2022 he was asked to serve as Vice-President and in 2024 as President.
